The Board of Trustees within the headquarters is entitled to establish the centers of the organization inside or outside, in accordance with the following formula :

 
1.Appointing a committee to prepare the conference of the Special geographical spot Assembly of this center to be headed by a member of the Committee Board of Trustees.

 
The task of the Committee is to supervise, control, and elect eleven people to form the board of the center, and this responsibility shall be prior to the first meeting of the center and the tasks which are distributed according to the appointment of the council's chairman along with two deputies: one for administrative affairs, and the other for Operations (projects), the Financial Secretary and coordinator of relations.
The center has powers similar to the powers of the organization's Board of Trustees, but it is not entitled to exceed the Security Council of Trustees or the specific powers of the President prepared by the Center.
2.The center meets once a month at least, and may also meet at the invitation of the President of the Council, and the presence of a quorum fully majority (50% of the total number of the Governing Council plus one person). And consider the issues on its agenda to achieve the organization's goals outlined under Article 5.
2.In case one of the board members failed to attend the five meetings in sequence without a lawful excuse, he shall be resigned of the Council and his successor is the one who granted the majority of members' votes.
3.Each center shall provide its record to the head Center within a period of  one week from the date of holding the meeting.
4.In case of violation of the procedure rules of the Organization or the Board of Trustees, a committee shall be constituted to consider those irregularities and to the board of trustees has the right to cancel the Center and prosecute the members of its board.
