The Board of Trustees President headquarters is entitled to establish branches of the organization inside or outside, in accordance with the following formula :
1.Appointing a committee to prepare a conference for the Assembly related to the geographical spot of this section, to be chaired by one of the Center's board members of this section.
The task of the Committee is to supervise and control the election board section previous to the first meeting of the Board of Directors section, the tasks are distributed on the basis of the appointment of the council chairman and two deputies: one for administrative affairs and the other for Operations (projects), the Financial Secretary and coordinator of relations.
The center has powers similar to the powers of the center, but is not entitled to exceed the Council management of the Center which the later submit in return to the organization Board of Trustees, or exceed the specified powers within the regime which are  prepared by the Center.
2. The Governing Section of the Council meets once a month at least, and may also meet at the invitation of the President of the Council (The presence of a quorum fully majority (50% of the total number of the Governing Council plus one person)) and consider the issues on its agenda to achieve the organization's goals outlined under Article 5.
3. In case of failure to attend board member section five meetings sequences without lawful excuse is resigning decision of the Council and successor who was granted a majority of votes of members reservists.
4. Each branch of the record of meetings to the center during a period not exceeding one week from the date of holding the meeting.
5. In case of violating section of the rules of the organization or of the Security Council under the management of the Center for Security Board of Trustees of the organization aggregated approval of the trustees to form a committee to look into such irregularities and the Committee to submit its recommendations to the Board of Trustees for its consideration and adoption of its resolution, and has the right to cancel the section and prosecute members of the management.
